Long before it acquired its modern name, this coastal haven was known as Mansurkota, a vital maritime node of ancient Kalinga. During the golden age of Odishan maritime commerce, regional merchant princes (Sadhabas) launched grand expeditions from these shores during the annual Kartik Purnima full moon, navigating treacherous ocean routes across the Indian Ocean to trade fine silks, spices, ivory, and gemstones in Java, Bali, Sumatra, and Sri Lanka. This trans-oceanic legacy is celebrated annually across coastal Odisha as the festival of Boita Bandana (the worship of traditional sailing vessels).
In the late 18th century, a shrine dedicated to Lord Krishna (worshipped as Gopaljiu) was consecrated near the beachfront, leading locals to rename the settlement Gopalpur.
During the British East India Company's rule in the 19th century, the British transformed Gopalpur into an active deep-water trade port.
