The story of Barkul and Kalijai Temple
Perched gracefully along the western shoreline of Chilika Lake in coastal Odisha's Khordha district, Barkul stands as the undisputed water sports and eco-tourism epicenter of Asia's largest brackish water lagoon. Bordering the bustling corridor of National Highway 16, this picturesque lakeside hamlet provides travelers with sweeping vistas of an expansive aquatic horizon dotted with conical green hillocks, gliding country catamarans, and flocks of migratory waterfowl. Above all, Barkul serves as the primary mainland departure point for boats sailing across the open lagoon to the sacred island shrine of Kalijai Temple - the spiritual heart of Chilika.
Kalijai is far more than a conventional Hindu shrine; it is a legendary pilgrimage sanctuary deeply embedded in the cultural soul of Odisha. Revered by local fishermen, boatmen, and lagoon navigators as their supreme protective guardian, the island honors Goddess Kalijai, whose poignant myth was immortalized in classic Odia literature by Kabibar Radhanath Ray in his celebrated epic poem Chilika. Whether visiting during the electrifying three-day Makar Mela in January - when flotillas of brightly painted boats ferry tens of thousands of devotees across shimmering waters - or embarking on a tranquil winter boat safari along the perimeter of the Nalabana Bird Sanctuary, Barkul and Kalijai Temple deliver an unforgettable fusion of sacred folklore, marine adventure, and pristine coastal ecology.
With modern hospitality infrastructure anchored by the flagship Odisha Tourism Development Corporation (OTDC) Panthanivas, a dedicated water-sports club, and regulated boat jetties, Barkul represents the most convenient and well-rounded gateway for exploring the central and southern reaches of Chilika Lake.

The Setting and Lagoon Geography
Barkul is nestled in the Banapur tahsil of Khordha district, precisely where the rolling forested spurs of the Eastern Ghats sweep down to meet the western shallows of Chilika Lake. Chilika itself is a globally recognized ecological treasure - a designated Ramsar wetland covering over 1,100 square kilometres during the monsoon and supporting more than 150,000 traditional fishermen across 130 coastal villages.
At Barkul, the shoreline curves into a wide, protected bay. The waterfront is dominated by the well-landscaped grounds of OTDC Panthanivas, the state water-sports jetty, and the Chilika Development Authority (CDA) Wetland Research and Training Centre. From the jetty, the vast lagoon unfolds eastward like an inland sea, framed in the distance by the rolling profiles of Solari Hill, Ghantasila Hill, and the rocky knoll of Kalijai Island rising out of the blue waters.

The Legend and Shrine of Goddess Kalijai
Kalijai Island is an isolated rocky outcrop rising approximately 10 to 12 metres above the water surface, situated roughly 6.5 kilometres east of Barkul jetty. The island is shaded by ancient banyan trees, neem groves, and casuarina stands, providing a natural sanctuary amidst the aquatic expanse.
The story of the temple is deeply emotional and known to virtually every household in Odisha: According to folklore, a pure-hearted young village girl named Jai (or Jaiphula) from the nearby mainland was married to a groom residing on the distant Parikud Island across Chilika Lake. Accompanied by her loving father and a skilled boatman, Jai set sail across the lagoon in a country sailboat to reach her marital home. Halfway across the water, near the rocky knoll, a sudden and terrifying tropical squall (Kalabaisakhi) engulfed the lagoon with howling gale-force winds and churning waves. The fragile boat capsized. While the boatman and her grief-stricken father managed to scramble onto the rocks, young Jai was swept away into the dark depths and lost forever.
Soon afterward, local fishermen navigating the treacherous night waters reported hearing ethereal sobs and melodic singing emanating from the island rocks. Recognizing the divine transformation of an innocent soul, the seafaring community consecrated the island to her spirit, naming her Kalijai (a composite of Goddess Kali, the fierce protector, and Jai, the innocent daughter). Fishermen began offering prayers before venturing out into deep waters. Today, no boat leaves the western shores of Chilika without the boatmen invoking her divine protection against squalls and high tides.
The modern temple features a whitewashed sanctum built in traditional Kalingan architecture with a tiered vimana. Inside the sanctum rests the revered idol of Goddess Kalijai, adorned with vibrant red silk saris, silver ornaments, and fresh hibiscus garlands. Surrounding the main shrine are smaller shrines dedicated to Lord Jagannath and Lord Shiva, along with open pillared pavilions where pilgrims sit in quiet prayer or consume temple prasad. A lively troupe of resident bonnet macaques inhabits the island trees, entertaining visitors while keeping an eye out for offerings of bananas and puffed rice (lia).
The Makar Mela: Chilika's Grand Marine Carnival
While Kalijai receives steady streams of devotees throughout the year, the island reaches its spiritual and cultural zenith during Makar Sankranti in mid-January.
For three days, the tranquil lagoon witnesses one of the most vibrant marine festivals in India. More than 100,000 pilgrims from Khordha, Ganjam, Puri, Cuttack, and neighbouring states converge upon Barkul, Balugaon, and surrounding fishing villages. Flotillas of hundreds of mechanized country boats, colorfully decorated with marigold garlands, religious flags, and streaming pennants, shuttle continuously across the water from sunrise to dusk. On the island, a sprawling temporary fair (Makar Mela) springs up, featuring lines of sweetmeat vendors frying crisp khaja and chhena gaja, artisans selling handcrafted brass conch shells, and spiritual singers performing devotional Odia bhajans. Devotees release live roosters or offer coconuts to fulfill sacred vows (manasika) made to the Goddess for good health, family prosperity, and abundant fishing catches.
Boating Options and Water Adventures from Barkul
The boat jetty at Barkul offers a well-regulated fleet of vessels operated jointly by OTDC and the registered local Mechanized Boat Owners' Association:
- Speedboat Excursions: Sleek fiberglass speedboats powered by outboard motors carry 4 to 6 passengers. Skimming swiftly across the lagoon surface, they reach Kalijai Island in just 15 to 20 minutes, offering an exhilarating spray of saltwater and dramatic wind-in-the-hair thrills. A standard round-trip allows approximately 30 to 45 minutes of waiting time on the island for temple darshan.
- Mechanized Country Passenger Launches: Larger wooden and steel-hulled motorized boats carry between 10 and 25 passengers. Moving at a leisurely pace of 35 to 45 minutes each way, these boats provide a stable, panoramic journey ideal for elderly travelers, families, and photographers who want to savor the passing fishermen casting triangular nets and observe soaring white-bellied sea eagles.
- Nalabana Birding Safari (Extended Route): During the winter months, visitors can commission extended private boat charters from Barkul that cruise past Kalijai and proceed northeast toward the boundary of the Nalabana Wildlife Sanctuary. Nalabana (literally "Island of Weeds") is a 15.53 sq km submerged wetland island completely blanketed by migratory birds. While government conservation rules strictly prohibit visitors from disembarking on the island, boats idling along the boundary buoys offer spectacular binocular views of thousands of pink greater flamingos feeding in the shallows alongside glossy ibises, black-tailed godwits, and northern shovelers.
- Water Sports Club: For adrenaline enthusiasts, the OTDC water-sports complex at Barkul offers short rides on high-speed water scooters (jet skis), tandem kayak rentals, and pedal boats within the sheltered bay.

When visiting Kalijai Island, dress respectfully as it is an active sacred shrine (shoulders and knees covered). Remove footwear before stepping onto the temple sanctum plinth. Be mindful of the resident troop of bonnet monkeys on the island; do not carry loose food bags or tease the animals. During extended birdwatching cruises near Nalabana, maintain quiet aboard the boat, never play loud music or use drones, and use telephoto lenses (300mm+) or binoculars (8x42 or 10x42) rather than attempting to approach feeding flocks too closely.
